Your enquiry to Dr. Klassen of March 15, 2009 has been forwarded to the Physician Resource Coordination Office (PRCO) of Manitoba Health & Healthy Living for reply.
My name is Gary McIntosh and I am a Liaison in that office, whose role is to help physicians like yourself gain entry to practise medicine in Manitoba.
Dr.Klassen has provided you an excellent resource, the website of www.healthemployment.ca provides all the information you were requesting.

1. In summary, to enter into the International Medical Graduate (IMG) program in this Province, it is essential that you have taken and passed the Medical Council of Canada Evaluating Exam (MCCEE). This is the first step and must be successfully completed before you can move forward.
2. Once you have this exam you would register with our office, be assigned a PRCO registration number and forward your CV to the PRCO for cursory review.
3. Your next step is to register with the College of Physicians and Surgeons of Manitoba (CPSM) directly by filling out an application with them to determine eligibility. Should the College approve your credentials, you would then be in a better position to approach the rural & northern Regional Health Authorities (RHAs) throughout the Province (as identified on the website) about employment offers.
4. The next step is a Pre Screening Interview and you would be able to have an interview with or without an employment offer.
5. However, if you are successful in the interview it is a requirement that you have a contract of employment with an RHA/Manitoba employer to enter the four month Orientation and Clinical Field Assessment.
6. Upon satisfactory completion of the Orientation/Assessment you would begin your practice with your sponsoring employer. In respect to remuneration, the sponsoring employer would pay a basic level of remuneration, plus your insurance and licensure fees during your Orienation/Assessment.
7. In return, you would be required to sign a Return of Service contract committing to remain in the employment of your sponsor for a specified period of time (usually two years)..

Hopefully, this will assist you in understanding the requirements of the process.
As noted, getting started requires the MCCEE and this should be your initial goal.
Once you have that qualification, our office will register you and guide you through the process.
